The state Department of Agriculture conducts annual inspections of food-serving businesses to ensure public safety and safe food-handling practices. Schools are inspected twice per year, according to the Bureau of Food Safety and Laboratories.

Whether an establishment is considered compliant or non-compliant is the discretion of the inspector. There are, however, several violations for which inspectors should automatically consider establishments non-compliant. Called "critical violations," they include food temperature issues, issues with chemicals and how they're handled, and employee hygiene.

Depending on the severity of the situation, inspectors and their supervisors could file citations or close an establishment.

Below is a list of establishments listed as out-of-compliance for inspections conducted April 1 - April 4.


Accomac Inn, 6330 S. River Drive, York

Action: Violations included improper use of commercially produced mouse bait; improper record-keeping and possible cross contamination for packaging of salmon, duck and shellfish; food employees working with towels hanging from their apron strings; food employee ate in the food-preparation area and returned to work without washing their hands; cheese stored on the counter at room temperature; lubricant dripping onto floor-mounted food mixer; natural slate stone, which is not an easily cleanable surface, being used to serve food; improper temperature in the final rinse cycle of the dishwasher; sticker residue on storage containers; leaking waste water line under food-preparation sink in the kitchen; tools stored in a container on top of a preparation table.

Comment: Manager Zach Seitz said all violations have been corrected.

China Wall, 398 York St., Hanover

Action: Violations included wet wiping cloths not being stored in sanitizer solution; no sanitizer test strips or test kit available to determine appropriate sanitizer concentration; no working sanitizer solution at the time of inspection; food debris on can opener.

Comment: A manager could not be reached.

Hanover Home Association, 234 Poplar St., Hanover

Action: Violations included poisonous/toxic materials not used in a lawful manner; open water container in reach-in cooler; clean tongs stored on shelf hangers and contaminated by employees hands as they reached for chemicals; wet wiping cloths not being stored in sanitizer solution between uses; gravy held at 75 degrees, rather than 135 degrees or more as required; food debris in pans; static dust accumulation on floor fan in the kitchen; moisture on sink counter caused by unsealed particle board.

Comment: Manager Sandy Lawrence said all violations have been corrected.

McDonald's, 991 Carlisle St., Hanover

Action: Violations included food employees wearing a bracelet and rings on hands or arms; wet wiping cloths not being stored in sanitizer solution; front drive-thru area in need of a massive cleaning under areas of equipment; door jams and bottom shelf of refrigerator unit soiled with liquid spills and dirt debris; pinkish, slimy bacteria growing inside drain underneath ice bin; inadequate air gap between PVC piping and floor drain at salad-preparation sink; condensation along ceiling, walls, condenser and door flaps of walk-in freezer; old, dirty, murky water inside mop buckets; plumbing system not maintained in good repair; static dust accumulation on ceiling vents in rear and front areas of restaurant; mops not being hung to air dry.

Comment: A manager deferred questions to a district office. A representative at the district office could not be reached.

Yesteryear's Cafe, 441 Pine St., Hanover

Action: Violations included food employees not wearing proper hair restraints; hood system not adequate to remove heat or grease, as evidenced by grease collecting on walls and fixtures; mold residue inside the ice maker; food splatter inside one microwave oven; food items found directly under a paper towel dispenser.

Comment: A manager could not be reached.
