The state Department of Agriculture conducts annual inspections of food-serving businesses to ensure public safety and safe food-handling practices. Schools are inspected twice per year, according to the Bureau of Food Safety and Laboratories.

Whether an establishment is considered compliant or non-compliant is the discretion of the inspector. There are, however, several violations for which inspectors should automatically consider establishments non-compliant. Called "critical violations," they include food temperature issues, issues with chemicals and how they're handled, and employee hygiene.

Depending on the severity of the situation, inspectors and their supervisors could file citations or close an establishment.

Below is a list of establishments listed as out-of-compliance for inspections conducted May 7 - May 14.


Al's Pizza & Subs, 6 Tristan Drive, Dillsburg

Action: Violations included a working chemical container stored on the bain marie; working chemical containers not properly marked; food employee changed tasks that may have contaminated hands without a proper handwash in between; soiled wiping cloths not stored in sanitizer solution; food held at 58 degrees or more instead of 41 degrees or less as required; steak cooling on the counter, which is not a proper cooling method; containers used to store bread rolls are not food grade; rust and food residue on shelving in walk-in cooler; deli meat container in walk-in cooler is cracked and not easy to clean; deeply-scored cutting boards not resurfaced or discarded as required; accumulation of static dust on standing fans; pizza boxes stored directly on the floor, rather than 6 inches off the floor; fan sitting on the handwash sink in the warewash area; back door propped open; side door has a gap and doesn't protect against the entry of insects, rodents and other animals.

Comment: Owner Bob Szajnuk said all violations have been corrected.

Bogey McCaws, 601 Chestnut Hill Road, York

Action: Violations included raw ground beef stored above cooked chicken in the bain marie; internal temperature of all the food in the two-door refrigerator was 54 degrees and immediately discarded; dishwasher not functioning properly; slicer contained food residue; cold-water knob at the kitchen hand sink in need of repair; puddle of grease on the floor behind the pizza oven; floor drain at the three-bay sink not clean.

Comment: A manager could not be reached.

China One, 805 Baltimore St., Hanover

Action: Violations included cooked chicken being stored in cardboard boxes; severely dented, swollen, distressed canned items in dry stock area and intended for use; wet wiping cloths not stored in sanitizer solution; numerous plastic bowls used as scoops to remove food items; sanitizer test strips not available; can opener and food utensils soiled with old food residue; flooring underneath fryers encrusted with dirt, grease and food; rear delivery door has a gap and does not protect against the entry of insects, rodents and other animals.

Comment: A manager could not be reached.

El Rodeo, 1130 Carlisle St., Hanover

Action: Violations included dead insects not being removed frequently, as evidenced by dead roaches in numerous areas of the kitchen; a container of beef stored open with no covering in the walk-in cooler; loose rubber door gaskets in the refrigeration unit; discolored and deeply scored cutting boards not resurfaced or discarded as required; black, slimy bacteria around nozzle fittings on soda dispenser; handles of tortilla chips containers dirty to sight and touch; black soot, trash and food debris on drains in kitchen and bar area; food and trash in dry stock storage area; clean dish racks stored on the floor in dishwashing area; plumbing system not maintained in good repair; missing floor tile in dishwashing and rear areas of the food facility; cardboard being used to line shelves; missing ceiling tiles.

Comment: A manager said the owner was off-site and could not be reached.

George's Famous BBQ & FFF Catering, 427 Pleasant Grove Road, Red Lion

Action: Violations included a fan unit inside the reach-in refrigerator leaking liquid condensate; clean utensils stored in plastic pitchers with the food contact surface facing up rather than inverted; food facility does not have current laboratory testing results for the non-public water system it is using.

Comment: A message was not returned.

Hanover Best Wok, 443 Eisenhower Drive, Hanover

Action: Violations included visible evidence roaches and other insects had contaminated food, and containers of food were discarded immediately; food in the walk-in cooler was stored open with no covering; food ingredient storage containers not properly labeled; cut-up milk gallon container used as scoops to remove food products; in-use knives stored between tables; food utensils stored in a container of water not maintained at 135 degrees; wiping cloths being used for multiple tasks, including wiping food spills and working with raw animal foods; wet wiping cloths not being stored in sanitizer solution; food held at 58 degrees, rather than 41 degrees or below as required; dish racks have a brown, discolored appearance; build up of filth and food residue on dishwashing equipment; food residue on utensils; dead roaches around soda syrup boxes; old food debris in walk-in cooler; walls, flooring and equipment soiled with extremely large amounts of grease, dirt and food debris; plumbing system not maintained in good repair; cardboard used to line shelves; cracks in floors and walls; roaches on area of missing baseboard in kitchen; gap in delivery door in rear kitchen area does not protect against the entry of insects, rodents and other animals; old, unused equipment stored on top of outside walk-in cooler area; hole in the floor of walk-in cooler; no pest-control program in place.

Comment: An English-speaking manager could not be reached.

Royal Farms #144, 3120 Carlisle Road, Dover

Action: Violations included an employee's open beverage container in a food preparation area; food not held at proper temperatures; low sanitizer levels; food residue in the microwave; dirt and debris on underside of large cutting board; single-use plastic lids stored food-side up; dumpster lid not in good repair; floor drains not clean to sight and touch.

Comment: A corporate contact did not return a call seeking comment.
