The ramp has fully reopened to traffic.


One lane of the on ramp remains closed as crews work to clean up bags of mulch that were on the trailer and spilled onto the road.

The tractor-trailer overturned when its driver took a turn on the ramp too fast and its load shifted, according to West Manchester Township Police.

Driver Frank Cuffee, 60, of Delaware, suffered minor injuries and was taken to York Hospital via West York Ambulance, police said.

An overturned tractor-trailer has closed the eastbound ramp onto Route 30 in West Manchester Township, according to York County 911 dispatches.

The incident occurred at about 1:30 p.m. at the intersection of Route 30 and Route 462.

The driver is still in the vehicle; emergency crews are on scene and trying to free him.

Radio dispatches indicate the ramp to the bypass could be closed for an extended period of time, and possibly through the evening rush hour.
