A Baltimore developer has plans under way to replace the vacant Fair Valley and Rolling Acres mobile home parks in York Township with an upscale 245-apartment community, and ground could be broken later this year.
Multi-Properties Inc. purchased the 30-acre property several years ago and relocated all of the residents by the end of 2009, said John Snyder, a client manager and planner through Lancaster-based RGS Associates, representing the developer.
"It was an eyesore in the township," he said. "A lot of people were struggling."
There were as many as 150 trailers in the park at its peak occupancy, but now just a few remain to be removed before work can start, he said.
Snyder said the new complex will address a need identified in market studies, providing upscale living for young professionals who aren't ready to buy a house.
The developer will build about 20 two- and three-story apartment buildings with market-rate one-, two- and three-bedroom apartments. The center of the complex will host a community center with a pool, meeting room and a fitness room. The site will also be improved with walking trails and "tot lots," or playgrounds, Snyder said.
He said the project will probably cost between $20 million and $35 million. Township commissioners could approve the plans as early as next month, meaning ground could be broken by the end of the year.
There's no address for the site, which is off South George near Joppa Road.
Apartments needed: The apartment complex is the largest project under review at the York County Planning Commission, said Kurt Leitholf, chief of municipal planning at the commission.
The plans come as there's cautious optimism about the building market, but most developers are opting for smaller subdivisions, Leitholf said.
York Township engineer Jeff Sholly said new projects are slowly starting to trickle back into the township after the recession.
Snyder said multi-family housing is needed in the mid-state, and the amount of research and market analysis conducted on the project mitigates the potential risk that might have been associated with, for example, single-family housing.
