The state's Department of Agriculture conducts yearly inspections of food-serving establishments to ensure public safety and safe food-handling practices. Schools are inspected twice per year, according to the Bureau of Food Safety and Laboratories.

Whether an establishment is considered compliant or non-compliant is the discretion of the inspector. There are, however, several violations for which inspectors should automatically consider establishments non-compliant. Called "critical violations," they include food temperature issues, issues with chemicals and how they're handled, and employee hygiene.

Depending on the severity of the situation, inspectors and their supervisors could file citations or close an establishment.

Below is a list of establishments listed for inspections conducted Sept. 19 to Sept. 25.


Blue Koi, 805 Baltimore St., Hanover.

Action: Violations included drain-line leakage at the three-basin sink; no pH meter on site; grease residue on hood filters and overhead piping; no test strips to monitor sanitizer concentration; a food employee was not wearing a hair restraint; food was stored on the floor in the walk-in freezer; spilled tempura mixture on the stove top; items in the walk-in cooler were not properly identified or maintained. Comment: An English-speaking manager was not available for comment.


Millenium Pizza, 26 S.


Baltimore St., Dillsburg. 

Action: Violations included a chemical container stored above or on the same shelf with food, equipment and single-service articles in the front and back food preparation areas; raw chicken was stored above ready-to-eat food in the walk-in cooler; food employees washing their hands at the three-compartment sink rather than the designated handwash sink; chlorine sanitizer test strips not available; food stored on the floor of walk-in cooler; dough cutter stored behind faucet of handwash sink; slicer contained excessive amount of food residue; sanitizer wasn't made for employees to store wiping cloths; lights were not shielded or shatterproof in the kitchen area; personal fans had accumulation of static dust; deeply-scored cutting boards were not resurfaced or discarded as required; an employee's beverage container and food were placed next to clean equipment; water at the handwash sink was not under pressure; a fly strip was hanging in the food preparation area with potential to contaminate food, equipment and utensils; holes and missing tiles in the kitchen area created a surface that wasn't smooth or easily cleanable; cardboard, which is not a cleanable, was used on shelving where clean equipment is kept; food employees were not wearing proper hair restraints; paper towel dispenser was empty at the handwash sink in the kitchen area; soap was not available at the handwash sink in the kitchen area; door leading outside from the food facility was being propped open; food residue was observed in the handwash sink, indicating uses other than handwashing.

Comment: A supervisor said all violations have been corrected.
