The state's Department of Agriculture conducts yearly inspections of food-serving establishments to ensure public safety and safe food-handling practices. Schools are inspect´ed twice per year, according to the Bureau of Food Safety and Laboratories.

Whether an establishment is considered compliant or non-compliant is the discretion of the inspector. There are, however, several violations for which inspectors should auto´matically consider establishments non-compliant. Called "critical violations," they include food temperature issues, issues with chemicals and how they're handled, and employ´ee hygiene.

Depending on the severity of the situation, inspectors and their supervisors could file citations or close an establishment.

Below is a list of establishments listed as compliant and out-of-compliance for inspections conducted Oct. 31-Nov. 5.


Co's Meats, 426 Valley Road, Fairview Township.

Action: Violations included the food facility using reduced oxygen packaging, which has potential to contaminate food with Listeria, without documenting or monitoring a secondary food safety barrier; items observed in the handwash sink, indicating uses other than handwashing; sanitizer water for wiping cloths was not available at the time of inspection; observed deeply-scored cutting boards that were not resurfaced or discarded as required.


Comment: Owner Clayton Cobaugh said the cutting board has been discarded, the rubber gloves that were in the sink have been removed and sanitizer water is now available for the wiping cloths. He is also waiting for the food inspector to return and review his new plan regarding the reduced oxygen packaging.

Action: Violations included improper thawing; lined shelving inside various refrigerated units, which are not considered durable or cleanable non-food contact surfaces; wooden salad bowls, which are not considered durable or cleanable food contact surfaces; dumpter lids were open while not in use; raw beef patties were stored next to and touching one another inside the bain marie unit in the preparation area; raw pork was stored directly above celery and carrots in the walk-in refrigerator; wiping cloths in the preparation area were not stored in sanitizing solution; broken or missing floor tiles under deep fat fryers in the main kitchen and preparation area; food preparation utensils were stored in cylinder containers with food contact surfaces facing up instead of inverted as required; digital external thermometer on refrigerated unit was blinking and not registering the internal ambient air temperature; an accumulation of grease under deep fat fryers in the main kitchen and preparation area; food employee was eating in the food preparation area; two metal cooking thermometers were not in proper calibration in the kitchen; food employee with full facial was not wearing a beard restraint while involved in food preparation; potentially hazardous ready-to-eat food prepared in the facility was not properly date marked as required.

Comment: A manager could not be reached for comment. Some violations were corrected on the spot, according to the food inspection report.
